9bab356e20 Use semantic headings in user settings Labs (#10773)
* allow testids in settings sections

* use semantic headings in LabsUserSettingsTab

* put back margin var

* explicit cast to boolean

* Update src/components/views/settings/shared/SettingsSubsection.tsx
