test: deploy VP9/AV1-enabled element-call widget (Issue #11)

Patches the re-enabled VP9/AV1 codec dropdown (threadnet-call) onto the existing v0.1.0 base image. Test-only tag - to be reverted or made permanent depending on real call test results.
