Automated TURN shared-secret rotation. New secret generated and re-encrypted with the scoped rotation-only age key (cannot decrypt any other secret in this repo). Checksum/rotated-at annotations bumped so merging this triggers Flux to restart both coturn and synapse-main automatically. Please review and merge to apply.

chore(coturn): automated TURN shared-secret rotation f30d2f582b 
Scheduled rotation (Issue #38). New secret generated, re-encrypted with
the scoped rotation age key, checksum/rotated-at annotations bumped so
Flux restarts coturn + synapse-main on merge. Please review and merge.
